		<description>When i open freemeter it shows my downspeed to 64kb/sec but when i download a file it downloads with 33kb/sec but the freemeter still shows down speed of 64kb/sec.
Is there any way to increase my download speed?

Usually, the way ordinary users are capped is to limit bandwidth via the ISP furnished Modem (which is why I always buy a retail cable modem). The reason: they only have a certain amount of it for use. Within that amount, more users paying that monthly fee=more $$ with out added cost.
